Fuel Charges

Our lodge park owner has sent me a fuel bill for LPG. Not only is the 60p per litre price 10p over the current market price but he has also charged the latest price for all gas used since September 2010 when he charged us 47p per litre. Is this legal? He says that I must pay the bill as it currently stands.
Our lodge is a holiday lodge with 12 month usage.
