Logic tells me that he would not have the authority to request a gas test certificate. It is not required in traditional housing unless you are renting your property and then it would be the Landlord's responsibility to have it done and pay for the cost. What goes on beyond his connection to the park home services is not his responsibility. The only legal requirement you have is that if you are having any electrical work done on your home, you are legally required to use only someone who is registered with NICEIC and if you are having something done involving gas, they must be CORGI registered.
I will be uploading the The Model Standards 2008 for Residential Caravan Sites on our download page tomorrow (Tuesday) morning. I think it might surprise you the amount of information a Park Owner should have on display on the notice board. It is a good read, but must be read in its entirety, including the Explanatory Notes at the bottom. In the main I draw your attention to a NICEIC Certificate for all electrical installations ie: street lights etc., that needs to be done regularly and placed on the Notice Board. I see nothing in the new Model Standards requiring a resident to make available a Gas Test Certificate.
(iv) In addition at the prominent place the following information shall also be
available for inspection at the prominent place:
(a) A copy of the most recent periodic electrical inspection report.
(b) A copy of the site owner’s certificate of public liability insurance.
(c) A copy of the local flood warning system and evacuation procedures, if
appropriate.
(d) A copy of the fire risk assessment made for the site.
(v) All notices shall be suitably protected from the weather and from direct
sunlight.
