I have a damaged manhole cover out side my back door (rusted and bent due to car going into garage) contacted the site owner by letter, also garage base is cracked and causing the side wall to lean out, had a reply from the site owner saying the manhole cover was over 20years old so it has lasted well, and I could buy one for around £30-40 depending on size , but make sure it takes the weight of your car, as for the garage she has said it was not the base which has caused it to lean,but the garage is old. ( sectional concreat ) Who is responsible for the cover and the base, my wife has fallen because of the damaged cover, our park at the moment are trying to form a residents association at present we have 70%of resident up for it

Hi Trev and welcome to the forum

Let's take the easy one first!!  You already have enough resident's to form a Residents Assoiation, which the Park Owner must recognise. You can download the Government's Park Home factsheet on forming a Qualifying Residents Association here

With regards to the manhole cover; this is the Park Owner's responsibility and what you pay ground rent for - ongoing maintenance. Your park owner is treading on dangerous Health and Safety grounds by not ensuring that this is safe.

With regards to the garage and garage base; you would have purchased the garage with the home, but the base is a bit of a grey area. I am going to take some more advice and will come back to you.

Thanks for your reply regarding RA have passed this on , having had a builder look at the base of the garage he put a leval on the floor of the garage he said the the base is cracked in half front to back causing the back of the garage to drop by about 4 inches which has caused the walls to lean I sent a letter to the site owner she replied ' THAT IT CAN BE FILLED WITH A GOOD CEMENT FILLER''   The bases for the garage was put there when the base for the home was laid by the park owner who had the the homes and garages sited then sold them onto the owners

Hi Trev

Definitely the garage bases are a grey area. The base for your home is legislated for, but not garage bases.

We suggest you contact your insurance company who will send around a Loss Adjuster, who might be able to help you from an insurance company point of view.

To our knowledge there have been no court cases where a judge has given opinion on this one.

Ed, you seem to know quite a bit about park home living, can you tell me whether the park owners are responsible for anything below the floor of the park home, that is underneath, we were told this when we moved in, but seem to be getting differences of opinions.  Who should ensure the parts underneath are holding properly and that everything underneath is ok. Sorry I don't know the technical terms.  Thank you Carol

I answered this on your other post. The Park Owner is responsible for the concrete base, but the home is yours and so, it is your responsibility to care for and maintain it.

Sorry if I am not clear about this, but does that mean I am responsible for the jacks/stands that holds the park home off the concrete base and also for all the pipes etc between the park home and the concrete

 Hello Carol,

The park owner is responsible for:

  • The concrete base itself.
  • The services pipes etc. up to the point where they connect to the pipework of the park home.
If you have any concerns about the condition of anything beneath your home I would strongly advise that you have a survey carried out by a specialist (if you browse this forum you will find plenty of information on this subject).

To give you an example of what can happen - shortly after we bought our home I decided to look underneath.  Once we had subsequently disposed of two transit-van loads of materials that the previous occupier had seen fit to store underneath the home (highly dangerous and illegal to boot) we discovered that the entire home was supported on a couple of piles of housebricks with not an axle-stand in sight.  Needless to say we wasted no time in righting this situation.

With a mobile home the chassis is the most important part as virtually anything to do with the structure, both inside and out, can be replaced but if the chassis gives way then all could be lost.
