There is no set height that the wheels should be off the base. The Code of Practice states;-
The axles or chassis should be blocked to ensure no weight is taken by the wheels.
and also
When sited, the Park Home should be raised and axles blocked with a suitable load bearing block (preferably high load bearing concrete blocks) adjacent to each wheel allowing wheels to be clear of the concrete Base.

It depends whether there is any weight on them or not. If they are just touching, I don't think you will find that a problem. Some park owners take the wheels off and store them under the home.

Ed's right, it does depend if the weight is fully on the tyres or not.
We see lots of badly sited homes - usually where the concrete hard standing is uneven and often where the wind-down legs are the sole means of support at each corner of the home. Unless the home has been properly supported with steel supports (jacks) then, over time, the wind-down legs will rust and give way and if the axles haven't been supported with concrete blocks and hardwood fillets (or purpose-built steel supports), then the home will give way and settle on to the tyres, causing the wooden sub frame to rest on the skirting.
Just this week we had to raise a badly sited 8 y/o Stately Albion Twin 3/4" due to one end of the home sitting on the brick skirting causing rising damp on the sub frame, and the tyres hard down on the concrete base. Luckily, there was no added porch nor extensions and the brick/slab steps were not fixed to the home.
Once raised, we added wedges to the blocks to keep the wheels off the floor or just touching. We also had to adjust the fall of the waste pipes due to the reconfiguration of the chassis and change the sink trap for an anti-vac trap to stop the gurgling sink..... all good fun ;)
Homes sited on hardcore, shale, sand or soil are another matter entirely!
