I think firstly you would have to prove that there were leakages and secondly, exactly how much water had been lost.
Far more positive would be to have a sub meter of your own installed. On the last park I built, I had a sub meter installed for each home and if there were any leakages, it was my problem.

Thanks Ed - we have a fair idea of the amount of leakage as year-on-year the overall water consumption would be reasonably static but in 2011 our individual bills increased by around 50% compared to 2010.
Most of us would like to have meters but the problem is that as the park owners buy the water from the water company and re-sell it to residents it would only be the owners who could fit the meters - it is their infrastucture and not the water companies. I don't suppose the owners would be interested in either the capital outlay or a situation where they would then be forced to pay for any future leaks rather than spreading the cost across the residents via their bills.

Hello Ed,
Following your advice I downloaded the 'A Guide to Water Resale' from the OFWAT website. On the subject of leaks the guidance is ''If you think that there are leaks on your site you should discuss this with your reseller'' - no ruling then but it would seem to be negotiable. I take it from the lack of any other response to this topic that it is accepted practice for residents to bear the cost of leaks.
